According to Xinhua News Agency, Beijing, September 19th, the CPC Central Committee and the State Council issued the "Outline for the Construction of a Powerful Transportation Country" and a bulletin that required all departments of various regions to conscientiously implement it in light of the actual situation.

The "Outline" required relevant parties to complete the transportation constructing task in fulfillment of a well-off society development goal and all the tasks with regard to building modern complex transportation system during implementation of the "13th Five-Year Plan", in order to lay a solid foundation for the construction of a powerful transportation country. It was planned to construct a powerful transportation country in two phases from 2021 to the middle of this century: (1) By 2035, a powerful transportation country will be built up substantially; and (2) by the middle of this century, a powerful transportation country will be built up completely, which would be capable to make people satisfied in travelling, provide strong support and lead the world.
