Recently, twenty-three departments, including the National Development and Reform Commission, jointly issued the "Implementation Opinions on Promoting Consumption, Expanding Capacity and Improving Quality to Accelerate the Formation of a Strong Domestic Market" (hereinafter referred to as "Implementation Opinions"). The Implementation Opinions put forward that the policy of restricting the purchase of automobiles should be changed from restricting purchase to guiding the use of automobiles, and that regions where the purchase of automobiles was restricted should be encouraged to appropriately increase the number of license plates granted for car purchase.
