On May 29, 2020, the National People's Congress approved the National Economic and Social Development Plan for 2020. In the section "Focus on Cultivating and Strengthening New Kinetic Energy" of the Plan, it was pointed out that a national strategic plan for the development of hydrogen energy industry would be formulated, to support the development of new energy vehicles and energy storage industries, and promote the implementation of the innovation and development strategy of intelligent automobiles.
