NavInfo Won the Bid for PGIS2.0 Project of Ministry of Public SecurityTogether with Partners to Promote Innovation in Public Security System Service

On October 25, NavInfo (SZ.002405) announced that the bid for the police geographic information service platform 2.0 (hereinafter referred to as "PGIS 2.0") project of the Ministry of Public Security was officially completed, the consortium led by NavInfo (Beijing) and composed of six enterprises, including of Founder International, had won the bid.

PGIS platform is an important basic and comprehensive application supportingplatform for public security informatization, which plays a role in providing police officers with quick access to geographical locations to facilitatetheirinspection and investigation. At present, a total of 32 provincial public security departments (bureaus) and nearly 290 municipal public security organs across the country, including the Ministry of Public Security, have completed the construction of PGIS platform. However, with the current situation that the first generation platform has been in use for 10 years, the disadvantages are highlighted increasingly, such as backward data, lagging map update and poor visualization effect, so that the public security departments in some areas have to rely on commercial maps, mobile phone maps and other means to carry out their work. In addition, the technical standards adopted by PGIS1.0 platform are far from meeting the requirements of new technologies, such as big data and mobile Internet, on the application scenarios, bringing great challenges to the overall deployment and standardized management of the public security system.

After winning the bid for PGIS2.0 platform, NavInfo will bring PGIS2.0 platform a series of work achievements, such as software optimization and upgrading, cloud picture system construction and customization of private network PGIS system, based on its advantages in geographic informationestablished for many years, especially in terms of dynamic traffic information, with the support of technologiessuch as cloud computingand big data.It will mainly solve the problems that the original platform software cannot keep up with the upgrade speed and the contents and functions are not rich enough. The platform will use vectorized maps and three-dimensional maps instead of grid maps, which will bring the characteristics of higher visualization, higher precision and faster update speed to meet the needs for various types of data management in different departments of the public security system. Additionally, NavInfo will also compile the standard technical specifications for the Ministry of Public Security during the preparation of the project and implement the unified specifications for data, management and service to ensure the later access of other services to PGIS platform, in order to realize the "sharing and interconnection" between all provincial, municipal and local governments and the Ministry of Public Security.

The upgrade to PGIS platform 2.0 is of great significancefor the Ministry of Public Security. The Ministry of Public Security needs a unified basic map system to ensure the public security organs across the country to rapidly, economically and intensivelyconstruct and use the police geographic information technology, in order to meet the needs of new technologiesin the new era.

From the view of company, NavInfo will replicate the successful experience accumulated from "Ping 'an Map" project of Xi 'an Public Security Bureau, to achieve rapid accumulation and application expansion of product experience.Since it will participate in the formulation of the unified technical standards for the platform of the Ministry of Public Security, NavInfo will also have a greater opportunity to gain favor for the purchase of this system from the public security systems of all provinces and cities in the future.
