On August 19th, the Ministry of Industry and Information Technology issued the revised Regulations on Access of New Energy Vehicle Manufacturers and Products. According to the revised Regulations, the new energy automobile manufacturers that apply for access to the market should meet the requirements of relevant national laws, administrative regulations and rules, automobile Industry development policies and macro-control policies.

The applicant shall be an automobile production enterprise that has obtained access admission for marketing road motor vehicles, or a newly-built automobile production enterprise that has completed investment project procedures in accordance with the relevant state investment management regulations. In the event of an automobile production enterprise that produces new energy vehicles across product categories, it shall also complete the investment project procedures in accordance with the relevant state investment management regulations.

New energy automobile products applying for access to market should meet following requirements: they shall comply with relevant national laws, administrative regulations and rules; they shall meet the requirements specified in the "Special Inspection Items and Standards for New Energy Automobile Products" and the relevant standards for conventional automobile products of the same category; they shall pass the test made by a testing institution recognized by the state (hereinafter referred to as the testing institution); and they shall meet the safety technical conditions stipulated by the Ministry of Industry and Information Technology.
