The other day, Miao Wei, Minister of the Ministry of Industry and Information Technology, attended the G20 Ministerial Meeting on Trade and Digital Economy and the Joint Meeting of G20 Ministerial Meeting on Trade and Digital Economy with the delegation in Tsukuba, Japan, and gave a keynote speech. Miao Wei emphasized three key points for free flow of data. First, data flow should be based on security. Without security, the free flow of data is out of the question. During the free flow on the Internet, data may be hijacked, tampered with, and even used to monitor and attack other people and other countries, which should be firmly opposed. Second, data flow should be guaranteed by the system. In 2016, China promulgated the Network Security Law, which clearly stipulates the operation, backup, storage, integrity, confidentiality and availability of data, providing a powerful legal guarantee for the rapid development of China's digital economy. Third, data flow should be restricted by international rules. Data cross-border free flow involves different regulatory systems in different countries. Therefore, countries should strengthen exchanges and cooperation, enhance consensus and trust, and jointly promote the formulation of practical international rules, so that data flow can better promote technological progress and serve the development of our digital economy.
